Constitution of the Organization for a Revolutionary Communist Party

Preface
The Organization for a Revolutionary Communist Party (ORCP) is an independent revolutionary formation founded in October 2025. Our main goal is the reconstitution of a new Revolutionary Communist Party able to represent the proletariat of the United States of America. The goal of this organization does not entail reforming any currently-existing organizations but to form a new one from the ground-up.
1) Ideological Line
We adhere to the revolutionary ideological line of Marxism–Leninism–Maoism, principally Maoism (M-L-M,pM) as the third and highest stage in the development of revolutionary communist thought.
We recognize Marxism–Leninism–Maoism, principally Maoism, to have been formulated by six main thinkers (also known as the six classics of Marxism): Karl Marx, Friedrich Engels, Vladimir Lenin, Joseph Stalin, Mao Zedong, and Abimael Guzmán (a.k.a. Chairman Gonzalo). Marxism was first defined by Marx in addition to Engels, Marxism-Leninism was defined by Lenin in addition to Stalin, and, finally, Marxism–Leninism–Maoism was defined by Mao in addition to Gonzalo. We also recognize the contributions of Georgi Dimitrov, İbrahim Kaypakkaya, Zhang Chunqiao and others.
We understand Marxism–Leninism–Maoism, principally Maoism to be the only revolutionary theory in the age of decaying imperialism, bureaucrat-capitalism, and socialist revolution across the globe. Prior to the 1980s, Marxism–Leninism held this place and before the late 1920s, classical Marxism.
We use the term Marxism-Leninism-Maoism, principally Maoism to differentiate ourselves. For more information relating to our ideology, please view this document, The Manifesto of the American Communist Party (Maoist).
1a) International Line
We follow the line of the the International Communist League (ICL) and will work towards becoming a member organization. We recognize the ICL to be the legitimate successor to the former Revolutionary Internationalist Movement.
We regard the modern Russian Federation and People's Republic of China to be imperialist and social-imperialist states respectively. We uphold the People's Republic of China until 1976 with the death of Mao Zedong and his successors, the Gang of Four. We uphold the Union of Soviet Socialist Republics as a socialist country until 1956, when a revisionist group led by Nikita Khrushchev seized control after the death of Stalin and dismantled the dictatorship of the proletariat.
We recognize that all current nations which revisionists deem "actually existing socialism" are not socialist at all, but countries of restored capitalism and take a revisionist. These countries are China, Vietnam, Laos, Cuba, and North Korea (Democratic People's Republic of Korea).
1b) Anti-revisionism
We recognize the role of revisionism and opportunism in the defeat of the "first wave" of revolutionary communist states in the mid-20th century. Revisionism is capitalism in a new form and the destroyer of revolutionary initiative. It is the penetration of bourgeois ideology into the working class movement which seeks to bend socialist thought into capitalist thought. It is only through proper line struggle and cultural revolution that revisionism in the party will be combated and the bourgeois class that gives rise to it defeated.
2) Organizational Structure
We uphold the concept of Jefatura (Sometimes translated as Great Leadership) and the Concentric Construction of the Three Instruments (the party, people's army, and united front) in our organizational structure.
We follow the model shown here as the basis of our organizational structure.
2a) Jefatura
The Central Committee will be formed of the most advanced elements of the organization. The Chairman will be elected by the central committee as the head of the organization. The Chairman and Central Committee should adhere to democratic centralism.
We must embody and uphold the following excerpt from 'Line of Building the Three Instruments of the Revolution' by the Communist Party of Peru.
"We are fully conscious that no class in history has ever achieved the installation of its rule unless it promotes its political leaders, its vanguard representatives, capable of organizing the movement and leading it. The Peruvian proletariat in the midst of the class struggle has generated the revolutionary leadership and its highest expression: The leadership of Chairman Gonzalo, who handles revolutionary theory and has a commanding knowledge of history and a profound understanding of the revolutionary practice; who in hard two-line struggle defeated revisionism, the right and left liquidationism, the right opportunist line and rightism. He has reconstituted the Party, leads it in the People’s War and is the greatest living Marxist-Leninist-Maoist, a great political and military strategist, a philosopher; teacher of Communists, center of Party unity. The reaction has two principles to destroy the revolution: To annihilate its leadership and to isolate the guerrilla from the masses. But in synthesis its problem is to annihilate the leadership, because it is what enables us to maintain our perspective and reach our objective. Our Party has defined that leadership is key and it is duty of all militants to constantly work to defend and preserve the leadership of the Party and very especially the leadership of Chairman Gonzalo, our leader, against any attack inside or outside the Party and to abide his personal leadership and command by raising the slogans of “Learn From Chairman Gonzalo” and “Embody Gonzalo Thought.”
We base ourselves in the collective leadership and the individual leadership and we keep in mind the role of the leaders and how through the People’s War, through the renewal of the leadership, the direction of the revolution fulfills and tempers itself. We maintain the principle that the leadership never dies. We who follow Marxism-Leninism-Maoism, Gonzalo Thought, subject ourselves to Chairman Gonzalo and embody Gonzalo Thought." [Emphasis added]
2b) Vanguard Party and People's Army
We are an organization which aspires to be composed of the vanguard of the working class — the most advanced segment of it which is educated in revolutionary communist theory. This vanguard, organized in the Revolutionary Communist Party, will then educate the middle section of the proletariat, win over class allies, and isolate the reactionary core of the proletariat.
As we have not yet formed a party, it is quite impossible to form a people's army. This will be a milestone to achieve in our revolutionary struggle.
2c) United Front
We recognize that a united front of all socialist and revolutionary workers is needed in the fight against fascism and other reactionary forces representative of capital. The united front is built around the people's army, and is a vital link in the connection between the leadership and the people.
2d) Mass Line
Our organization adheres to the principle of "from the masses, to the masses" and seeks to apply the mass line in all fields as a crucial mechanism to connect us with the affairs of the working class.
Without the mass line, a vital chain in the revolutionary struggle is lost and the party will be at risk of developing ultra-rightist and "leftist" lines disconnected from the masses. It is only by regularly consulting with the masses, understanding their grievances, and delivering Marxist solutions to those issues can the party truly gain a foothold among the people.
We should develop an accompanying Mass Organization or rectify with an existing mass organization.
3) Membership
All members should be 15 years or older to join the ORCP. Applicants who are 14 years of age may be considered on a case-by-case basis.
As an organization composed of the vanguard of the proletariat, members must be class conscious and ready to embark on revolutionary struggle. Members who have connections with the police, military and other organs of the oppressive state apparatus of the United States are excluded from membership. Those coming from the petite-bourgeoisie or the big bourgeoisie must disown their capital as to proletarianize themselves in order to join.
3a) Conduct
All members must adhere to the code of conduct found here.
Failure to adhere to these principles may lead to being warned, criticized or expelled from the organization, depending on the severity of the violation.
3b) Cadre and Initiate Status
Membership is divided into two groupings — cadre and initiate status. Cadre members are experienced comrades who have a general understanding of Marxist–Leninist–Maoist theory and work on-the-ground performing activism. Cadre members have the right to vote in the organization and hold leadership positions.
Initiate members are new comrades to the organization who have yet to fully grasp Maoist theory. The main goal of initiate membership is to learn more and be raised to the level of cadre.
